There's not much information on the actual company that distributes this product. The website has been active since 2015, but provides no information as to who registered the site or where they might be located.
Labeling for the StretchOff product itself also has no information on the StretchOff parent company either, providing only the website address, a customer contact email, and a toll-free number. These two products share the contact number and have identical label design – and reveal that the still-nameless company behind them is located in Delray Beach, Florida. More evidence that the company is the same is that the InsoRelief website uses the exact same template that the StretchOff site does.
Going down the rabbit hole, we found that while StretchOff's registration was private, InsoRelief listed a “John Mills” as registrant, with an address – an obviously fabricated one – somewhere in New York. The email address Mills used to register InsoRelief is linked to nearly 100 other websites, many of which are e-commerce or review sites for personal care products. StretchOff is, therefore, one small cog in the wheel of a very large – and strangely anonymous – personal care product sales empire.

StretchOff comes in both a gel and a cream, both of which are supposedly loaded with ingredients that can help reduce the severity and appearance of stretch marks or even prevent them from forming in the first place. Both the gel and the cream have different ingredient lists.
The gel contains dimethicone, cyclomethicone, and dimethiconol cyclopentasiloxane & dimethicone/vinyl. These are silicone oils regularly used by the cosmetics industry in skin/face creams and hair care products to provide a clean, smooth look tp whatever surface you apply it to.
Meanwhile, the cream a large number of ingredients, all of which have a history of being used in skin care products for decades to reduce swelling and redness, as well as to revitalize skin through vitamins. These include:

StretchOff Summary
Let's be honest here: there's no medical evidence anywhere that says stretch marks can be erased by topical dermatology treatments – in other words, gels and creams don't work. The reason for this is that stretch marks are formed from the inside out, not on the external surface of the skin. This has made stretch marks incredibly difficult to treat.
It's true that the ingredients in StretchOff are good for the skin. Moisturizers and vitamins will leave your skin looking and feeling more healthy overall, stretch marks or not. Additionally, the silicone oils in the StretchOff gel will provide some cosmetic benefits such as giving your skin a smoother appearance as the silicone fills in the slight troughs left by the stretch marks, but they certainly won't heal them in any way, shape, or form.
StretchOff by itself isn't a bad product. Like we've mentioned, all those moisturizers and vitamins are great for the skin. In fact, we'd have no problems with StretchOff if it had been marketed as a general skin care product line. The problem is that of targeting customers who suffer from stretch marks, providing them false hope in removing them and trying to take advantage of how self-conscious and upset they may feel about their physical appearance.
Combined with not knowing who the nameless personal care company behind this product is, we don't feel particularly comfortable recommending it. You can give it a try – it'll probably leave your skin looking great – but it's being marketed in a dishonest manner. We'd rather not support any company that engages in such behavior if we can help it.
